The Health Policy Analyst is responsible for identifying, analyzing and responding to Federal Agency regulations and state and federal legislation to improve care and outcomes for kidney patients by aligning incentives for health professionals to prevent, identify and treat chronic kidney disease; improving quality measurement for care of kidney disease at all stages and increasing the number of kidneys available for transplantation. The Health Policy Analyst reports to the Vice President, Health Policy.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Work in collaboration with the Associate Executive Director on program events and activities in the Delaware region of the market and/or other areas of the market.
- Track and review federal agency regulations/proposals and federal and state legislation for its impact on kidney patients.
- Review, research and draft responses to proposed regulations, policy statements, guidance documents, and Federal and state legislation that pertain to the identification and treatment of chronic kidney disease (CKD), organ donation and transplantation, and other issues of interest to the Foundation.
- Facilitate engagement with health care professionals and patients on payment, quality and public health policy issues effecting patient care and assist in developing solutions.
- Help support the Vice President, Health Policy in preparing and briefing senior staff/leadership, health care professionals, patient volunteers and the public on policy issues by developing summaries, issue briefs, data visualization, power point presentations and talking points on NKF policy positions, federal agency regulations, and legislation.
- Work closely with Marketing and Communications team to help keep them informed about the status of legislative and federal agency priorities and to craft public communications.
- Participate in coalition meetings and brief Senior Government Relations/Health Policy staff on key takeaways.
- Provide technical assistance and support to Government Grants Director in responding to funding proposals.
- Coordinate and keep minutes on meetings of NKF’s public policy committee.
- Identify opportunities to engage NKF volunteers and senior staff/leadership on Federal agency advisory committees and technical expert panels.
- Perform additional duties, as required.
- Minimum of 3 years’ experience in health policy with a primary focus on responding to federal agency regulations.
- Master’s in public policy, Public Health, or similar advanced degree preferred.
- Solid, demonstrated experience of the federal rulemaking process, particularly Medicare.
- Demonstrated experience in analyzing federal legislation.
- Demonstrated understanding of health care reform including policies related to quality and costs
- Ability to work quickly and independently as well as collaborate with colleagues on policy development.
- Excellent verbal/written communication and presentation skills.
- Excellent, organization, networking and interpersonal skills.
- Demonstrated strategic and critical thinking skills, with exceptional written, oral, qualitative and quantitative skills.
- Proficient in Microsoft Office applications.

Must have unimpeachable integrity and trustworthiness while possessing a high degree of tact, discretion and professionalism. Maintains effectiveness under pressure. Verbal and written communication skills will be used on a daily basis. Competency in use of a multiple-line telephone, personal computer, fax machine, photocopier and other standard office equipment. Flexible to work evenings; minimal travel as needed.
